The Washington Summit: December 7–10 1987 and the INF Treaty

Introduction

Mikhail Gorbachev arrived in Washington on December 7 1987 for his third summit meeting with President Reagan. The centrepiece of the summit was to be the signing of the INF Treaty, on December 8 1987, at exactly 1.45pm. However, the summit meeting had earlier been endangered by Gorbachev’s declaration that the pending INF agreement was not sufficient to justify a summit. The US had to be willing to discuss restricting its SDI programme.1 Reagan believed that Gorbachev was ‘ready to talk’ at the Washington summit because the US had walked out on him at Reykjavik and ‘gone ahead with the SDI program’.2
